China’s informatisation plan gives agents an adoption target: 40% to 90%

China’s Central Commission for Cybersecurity and Informatisation issued the National Informatisation Plan for the 15th Five-Year period on 23 October, covering 2026 to 2030. The document sets out ten areas of work, 25 tasks and seven special columns, and closes with twelve indicators. All twelve are labelled «expected» (预期性) rather than binding.

One of them is the «application penetration rate of new-generation smart terminals and agents»: 40% in 2025, above 90% in 2030, the largest jump in the table. The plan’s tasks describe what that diffusion is meant to look like: trusted interconnection and interoperability between agents, multi-agent and agent-swarm development, a maturity evaluation system and standards for agent identity.

It also names, in the section on security, an evaluation-and-filing mechanism (评估备案) extended to agents, on-device models and anthropomorphic interaction services.

Why it matters for agents

A five-year plan that gives agents their own indicator makes them a unit of national infrastructure measurement, not a feature of somebody’s product. That changes the reference point for everything downstream: procurement, reporting and the vocabulary in which deployment is discussed.

The filing mechanism is the part that lands on agents directly. A registry entry before deployment is a different regime from a permission granted at use, and it presumes that an agent can be named, classified and located. The identity standards belong to the same logic: an identifier that is not the vendor’s account.

The caveat belongs to the document. A penetration rate measures how widely terminals and agents are in use, not what they can do or how much autonomy they carry; the targets are expected, not mandatory; and the filing requirement is a sentence in a plan with no published regulation behind it yet.
